ACGME compliance

Emergency Medicine has its own duty-hour rules. We enforce every one.

EM's limits are stricter and structurally different from other specialties — and they don't permit the weekly averaging other programs lean on. We encode all of them as hard constraints, so a non-compliant schedule can't be built or published. And they hold on every solve and every swap.
